ESSENTIAL REQUIREMENTS
CHARACTER
Each candidate must be of good character.
HEALTH
Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
EDUCATION, EXPERIENCE ETC.
PLEASE NOTE FAILURE TO UPLOAD ALL REQUIRED DOCUMENTS I.E. QUALIFICATIONS, I.D. ETC., WILL AUTOMATICALLY RESULT IN AN INVALID APPLICATION.
Candidates shall, on the latest date for receipt of completed applications:
a) hold a professional qualification in Quantity Surveying that is prescribed under
the Building Control Act 2007, or a qualification in Quantity Surveying, that is
equivalent to a qualification so prescribed in Section 29 of the Building Control
Act 2007
and
b) be eligible for registration as a Quantity Surveyor under the Building Control Act
2007 without requiring further assessment. Any appointment by the employing
local authority will be subject to registration under the Act.
c) have at least five years satisfactory experience of Quantity Surveying work.
d) possess a high standard of technical training and experience.
and
e) possess a high standard of administrative experience.
DESIRABLE REQUIREMENTS
It is desirable that each candidate shall:
a) Excellent communication and interpersonal, people management / leadership skills and experience,
b) Be self – motivated with excellent problem solving and planning & organisational skills.
c) Have a good working knowledge of: -
- Health and Safety Legislation and Regulations, and their application in the workplace.
- Capital Works Management Framework and the Public Works Contracts.
- European and National Public Procurement rules and processes including the requirements of the Public Spending Code.
d) Sufficient knowledge and understanding of building construction to be able to estimate costs and prepare Bills of Quantities
e) Have experience in or knowledge of: -
- Project Management of the delivery of all aspects of various construction projects, particularly Housing, from feasibility costings through to completion.
- Management / providing advice / partaking in adjudication, conciliation, arbitration and dispute resolution on construction projects.
- Budget preparation and financial management.
f) Possess strong ICT skills and have the ability to analyse and interrogate data readily, and to pinpoint the critical information and address issues logically.
g) Current, full, unendorsed, Class B driver’s license and use of own car.
