Horse Sport Ireland (HSI) are delighted to offer subsidised reproductive health screening/sampling in conjunction with the HSI designated clinics and Stallion Radiography Veterinary Panel for all stallions active in the sport horse sector during the 2022 covering season. This scheme is funded the Department of Agriculture, Food and the Marine will include screening for sport horse sector stallions standing in Ireland for:
- Equine Viral Arteritis (EVA),
- Equine Infectious Anemia (EIA),
- Contageous Equine Metritis (CEM)
- Fragile Foal Syndrome (FFS) where applicable

Scheduling of the screening is the responsibility of the stallion owner and selected designated clinic or veterinary practice. This scheme operates on a first come first served basis up to the maximum allocation facilitated by the existing budget allocation. Horse Sport Ireland will subsidise the cost of screening/sampling up to a maximum of €180 (ex VAT).
At the screening, all stallions will be required to be identified, measured, confirmed as entire and accompanied by their passport. As part of the terms and conditions of the scheme, all results will be shared with the stallion owner and Horse Sport Ireland by the veterinary clinic and Horse Sport Ireland may subsequently publish all negative results.
What data will be collected?
Stallion owners will be required to provide the following details in an online application:

All online applicants will receive an email containing their application confirmation.
Sampling
Upon receipt of a valid online application, Horse Sport Ireland will send an approval email to the stallion owner and veterinary clinic. Horse Sport Ireland will subsidise the cost of screening/sampling up to a receipted maximum of €180 (ex VAT).
Analysis
Swabs will be collected at a designated veterinary clinic and sent to an ISO 17025 accredited laboratory for analysis to determine the EVA, EIA and CEM status of the animal, as well as FFS if applicable.
How will your data be used?
Information and data gained from participation in the Stallion Reproductive Health Screening scheme will be used to support breeder decision making. The owner of each stallion will receive the result of the test directly from the veterinary clinic, and the information will be shared with Horse Sport Ireland. All horses testing negative will have their status published online up to 31st December 2022.
The results of all the stallions tested will be retained on Horse Sport Ireland’s database for research and information purposes after this initial scheme. The Horse Sport Ireland Stallion Reproductive Health Screening scheme will help develop and maintain scientific knowledge in the area, which is currently lacking in Ireland and continental Europe.
Stallion owner information
This information will be collected through the online application. A local copy of the data will be held indefinitely on the password protected Horse Sport Ireland database, this will be protected by Horse Sport Ireland’s existing data security policies details of which can be found in HSI’s Data Protection and Privacy Policies:

Data Statement
Pursuant to the Data Protection Act 2018 and the General Data Protection Regulation (GDPR) 2016, my consent is required for Horse Sport Ireland (HSI) to process personal data which it may have in its possession concerning me including disclosure to third parties such as, but not limited to, HSI’s Registration Unit Administrators, HSI’s Breeding Department, the Department of Agriculture, Food & the Marine (DAFM) and DAFM approved Studbooks. I confirm that I have reviewed HSI’s Data Protection and Privacy policies, and I note that HSI will only process my personal data for legitimate business purposes in relation to the Stallion Reproductive Health Screening scheme, studbook purposes and/or where required by law.
All processing will have due regard to the DPA 2018 and GDPR 2016. I note that this personal data may include sensitive personal data, as defined within the DPA and GDPR, the processing of which requires my explicit consent. I note that HSI will honour my rights and freedoms at all times, including my rights as a data subject, as long as there is no overriding law which limits those privileges. I consent to the processing of any information relating to me, either contained in this form or otherwise, for the purpose of administration services relating to the Stallion Reproductive Health Screening scheme. I note that HSI may use the horse data supplied for studbook purposes, national breed improvement research and future promotion of the breed and that it may be used in HSI publications, media outlets and online platforms.
Result provision
HSI will report the results directly back to the applicant and the relevant studbook for inclusion on the horses’ zootechnical certificate. Where a notifiable disease is found testing laboratory and veterinary practice are obligated to report all cases to the DAFM.
All breeding animals/animal products (semen) must be accompanied by a zootechnical certificate under the regulation (EU) 2016/1012 of the European Parliament.
Publication
The data will be published in the stallion book and IHR online where results are negative, to provide mare owners with the reproductive health status of active covering stallions.
What are the risks of taking part in this scheme?
Applicants are asked to provide informed consent on the terms and conditions document as part of the application process.
Confidentiality may be a concern for some participants, however appropriate data security and safety measures have been put in place to protect ensure confidentiality (see previous question).
Can you change your mind at any stage and withdraw from the scheme?
Applicants are free to withdraw from the scheme until the samples have been collected by the relevant vet clinic. The veterinary clinic will send the sample to an ISO 17025 accredited laboratory who will report the results directly back HSI. HSI will provide laboratory report on a per stallion basis to applicants.
In the event of a positive result, please be informed that vets are obliged to inform the Department of Food, Agriculture and the Marine as these are Notifiable Diseases.
The Notification of Diseases Affecting Terrestrial Animals Regulations 2016 (S.I. No. 130 of 2016), amended by S.I. No. 408 of 2017, provide the basic legislation for the control and eradication of animal diseases. The following diseases, if suspected or confirmed, must be notified to the Department of Agriculture, Food and the Marine in accordance with the Regulations.
In relation to FFS, Horse Sport Ireland will report the results directly back to the applicant and the relevant studbook for inclusion on the horses’ zootechnical certificate. All breeding animals/animal products (semen) must be accompanied by a zootechnical certificate under the regulation (EU) 2016/1012 of the European Parliament.
Colts/Stallions must meet all of the following eligibility criteria:
- Be registered/endorsed in a DAFM approved studbook.
- Be actively covering since 2019 inclusive.
- Stallions must be standing in Ireland and available to cover in 2022. Applicants must provide the stallion’s UELN at the time of application.
- Applicants must be resident on the Island of Ireland (inc. Northern Ireland).
- Applicants must be the registered owner or keeper of the animal.
- Applicants may apply for a maximum of 2 stallions.
- Animals must be registered/endorsed in a DAFM-Approved studbook.
- All applications must be submitted before the 30th of September 2022 and all screenings must be completed and returned to HSI before the 15th of October 2022.
- Horse Sport Ireland reserve the right to close the applications before the advertised date.
- Applicants will pay their selected veterinarian and Horse Sport Ireland will reimburse applicants up to a maximum of €180 (ex VAT) upon receipt of evidence of payment and copies of each stallion’s screening results
- Horse Sport Ireland will provide the results of this scheme, where relevant, to the studbook of origin of the equine in question
- Drawdown of funding is subject to the completion of scheme feedback
- This scheme operates on a first come first served basis up to the maximum allocation facilitated by the existing budget allocation.
- Horse Sport Ireland reserve the right to change, amend or update scheme terms and conditions. In the event of same, existing applicants will be notified.
- Horse Sport Ireland reserve the right to refuse any applicant from participation on the scheme.
